Wikipedia : WHOIS(en)
WHOIS (pronounced as the phrase "who is") is a query and response protocol that is widely used for querying databases that store the registered users or assignees of an Internet resource, such as a domain name, an IP address block or an autonomous system, but is also used for a wider range of other information. The protocol stores and delivers database content in a human-readable format. The current iteration of the WHOIS protocol was drafted by the Internet Society, and is documented in RFC 3912.
Whois is also the name of the command-line utility on most UNIX systems used to make WHOIS protocol queries. In addition WHOIS has a sister protocol called Referral Whois (RWhois).
History
Elizabeth Feinler and her team (who had created the Resource Directory for ARPANET) were responsible for creating the first WHOIS directory in the early 1970s. Feinler set up a server in Stanford's Network Information Center (NIC) which acted as a directory that could retrieve relevant information about people or entities. She and the team created domains, with Feinler's suggestion that domains be divided into categories based on the physical

What is the IP administrator Whois information?
Whois (pronounced "Who is", not abbreviated) is a transport protocol used to query the IP of the domain name and the owner. Simply put, whois is a database (such as IP owners, contact details, IP registries, etc.) used to query whether IP has been used and to use IP details. The query of IP information is realized by whois.
The early whois queries mostly existed on the command line interface, but now there are some online query tools that simplify the web interface and can query different databases at once. The web interface query tool still relies on the whois protocol to send query requests to the server. The command-line interface tools are still widely used by system administrators. Whois usually uses TCP port 43. The whois information for each domain name/IP is saved by the corresponding authority.
The Internet Assigned Numbers Authority (IANA) is the highest authority of the Internet IP/Domain Name System. It holds the absolute power of the design, maintenance and address resource allocation of the Internet domain name system. Under the IANA, there are five other branches responsible for the allocation and management of IP address resources in Europe, Asia Pacific, the United States and other regions. These 5 institutions are:
1. RIPE NCC (Réseaux IP Européens, Belgium), responsible for the allocation and management of IP address resources throughout Europe;
2. APNIC (the Asia Pacific Network Information Center in Australia), responsible for the allocation and management of IP address resources in Asia and the Pacific;
3. ARIN (the American Registry for Internet Numbers in the United States), responsible for the allocation and management of IP address resources in the United States and other regions;
4. LACNIC (Latin America and Caribbean Network Information Centre), the Latin American and Caribbean Internet Address Registrar, an international non-governmental organization established in 2002 in Uruguay;
5. AFRINIC (African Network Information Center) is the African Regional Internet Address Registrar and is headquartered in Ebene, Mauritius. Prior to the establishment of AFRINIC, Africa\'s IP address was distributed by the Asia Pacific Network Information Center (APNIC), the US Internet Number Registry (ARIN) and the RIPE NCC.
What is the use of IP administrator whois information?
The main function of the IP Whois query is to query the allocation of IP addresses and owner information. Simply put, it is a database for querying IP details (e.g. IP owner, administrator contact, etc.).
Through the IP Whois service query, you can achieve:
1. View the IP segment where the IP is located, all of which belong to the same manager;
2. View the country and operator where the IP is located;
3. Check the contact information of the administrator and technician (telephone, fax, mail, etc.) and contact if necessary.
The last point is especially helpful when it comes to spam harassment, cyber attacks, and online fraud.
